The decline in NZ's social housing stock
Social housing, the strategic stock in New Zealand housing, continues to decline. Home-ownership rates & occupancy-per-dwelling rates are also declining. Lower socio-economic decile families, are excluded from the home-ownership market. A shift towards investor-ownership of the housing stock - accelerated by government supported leasing policies, inceases the trend toward corporate-ownership & speculative investment in the strategic housing stock. The rural & urban built environment continues to deteriorate. The numbers of illegal & sub-standard houses grows faster than the efforts to remedy the situation. A significant proportion of New Zealand 's future human capital - its children - are at risk from the effects of decaying sub-standard housing. Decades of failure to deal with the situation, shows an inability of the public & private sectors to come to grips with the problem. There is no realistic time-line or practical creative solution in place to address these problems.

Solar Action was formed in 1979 and is a New Zealand renewable energy advocacy group. Solar Action has a focus on sustainable energy use and development. Mama Cash es una organización independiente de mujeres dedicada a mejorar la posición de la mujer a nivel mundial. Mama Cash proporciona financiamiento y apoyo a grupos indenpendientes y de base de mujeres en Africa, América Latina y el Caribe, Asia y el Medio Oriente, y los nuevos Estados Independientes de Europa central y occidental y de la ex-Unión Soviética.
Mama Cash apoya a grupos emergentes de mujeres, que necesitan un subsidio inicial, asi como a organizaciónes y proyectos que promueven la emancipación de la mujer y un mejoramiento estructural en la vida de las mujeres. Mama Cash proporciona fondos a las iniciativas dirigidas y ejecutadas directamente por mujeres ya que son las mujeres quienes pueden mejor definir sus necesidades y tienen las soluciones para mejorar su calidad de vida.
Mama Cash se enfoca en aquellas mujeres que luchan por un lugar justo dentro de su sociedad, entre ellas las mujeres indígenas, mujeres negras, mujeres migrates y refugiadas, mujeres discapacitadas, adolescentes, mujeres de tercera edad, trabajadoras del sexo y mujers lesbianas. A demás, Mama Cash dá prioridad a aquellos grupos de mujeres que tienen dificultades en recaudar fondos dado a que trabajan dentro de temas controversiales en sus sociedades. Los montos que Mama Cash proporciona suelen tener un alcance de entre 1500 euro a 5000 euro (con un promedio de 2500 euro).
Criterios de selección
• Las actividades presentadas deben ser ejecutadas y dirigidas directamente por mujeres.
• Los grupos que presenten pedidos deben ser grupos independientes del estado, sin vínculos a partidos políticos y/o a instituciónes religiosas, y deben tener un control auntónomo sobre sus finanzas.

ANTECEDENTES Y RECURSOS
El Banco fue fundado en 1991 cuando en Europa Central Europa Oriental y Asia Central se derrumbaron los regimenes políticos de naturaleza comunista y surgió muy especialmente para contribuir con la ayuda que estos países necesitaban para consolidar el nuevo sistema democrático y el nuevo sistema de producción privada. Igualmente proporciona el financiamiento del Proyecto para los bancos, la industria, los negocios, y las inversiones en compañías existentes. Trabaja con compañías del sector público para apoyar la privatización, la reestructuración y la mejora de los servicios municipales; igualmente como acuerdo de fundación debe promover toda la gama completa de actividades ambientales de un desarrollo sano y sostenible.
Sus socios los 60 países y las dos Instituciones Gubernamentales, aportaron sus recursos para el capital del Banco.

AREAS DE INTERÉS DE LA ORGANIZACIÓN , TIPO DE PROGRAMAS PROYECTOS QUE DESARROLLA: Su área de interés corresponde a todos los países tanto de Europa Oriental como Europa Central y Asia Central que estuvieron bajo la influencia de la extinguida Unión Soviética: El Programa consiste en un préstamo del 35% del valor total del Proyecto y en asocio con el banco Europeo de inversiones que proporcionó la cofinanciación realizado a una ciudad de Polonia concretamente a Kakow tendiente a mejorar la infraestructura de la ciudad para facilitar el acceso al centro de la ciudad y así estimular el desarrollo urbano.

Para Proyectos del sector privado entre 5 a 250 millones de Euros, en forma de préstamo o equidad. La inversión media de EBRD es de 25 millones de Euros. El Banco requiere contribuciones significativas de la equidad de los patrocinadores, que deben igualar o ser mayores que la inversión del EBRD.
Para Proyectos pequeños a través de intermediarios financieros o con Programas especiales para inversiones directas pequeñas en los países menos avanzados.

Es un Proyecto de la Comunidad Económica Europea, que tiene su inicio en 1986, es una herramienta para resolver las necesidades de información de la Empresas Pequeñas y Medianas, ayudar a desarrollar las actividades de las Empresas y ayudarlas a adaptarse al cambio económico permanente que generaban nuevas oportunidades de mercado. Fue transferido a Polonia en 1991 concretamente a su Capital Varsovia, e inició actividades en el año siguiente, mediante un proceso de Cooperación del Gobierno Polaco, concretamente el Ministerio de Hacienda, y la Cooperación Internacional de la Comunidad Económica Europea. Posteriormente y dado el alto servicio prestado se instalaron subsistemas de los Centros EURO INFO en las siguientes ciudades: Gdansk, Szczecin, Kraków, Torun, Katowice, Kielce, Rzeszów, Cáliz, Walbrzych, Bialystok, Lublin, Lódz.
Conformado por la Comisión de Comunidades Europeas que tienen su sede en Bruselas.
POLITICAS DE COOPERACION INTERNACIONAL RESPECTO A LA FINANCIACION DE PROYECTOS
La política como criterio o directriz de acción elegida como guía en el proceso de toma de decisiones al poner en práctica o ejecutar las estrategias, programas y proyectos específicos del nivel institucional son claras y orientan en este campo.
Toda decisión política de Cooperación Internacional incide en las relaciones internacionales y en las relaciones de poder de los Estados tanto donantes que buscan promover sus intereses económicos, políticos, culturales y estratégicos, otorgando asistencia económica a Estados no desarrollados como una forma, además de ayudar a promover su propio comercio.
Claro está que las siguientes políticas son generales, pero cada Agencia de Cooperación Internacional tiene las suyas propias según el campo al cual responde y también a sus intereses.
• Prestar servicios centrados en el ser humano en su dimensión individual y colectiva, protagonista y destinatario de la cooperación para el desarrollo
• La defensa y promoción de los Derechos Humanos y las libertades fundamentales: la paz, la democracia, la participación ciudadana en condiciones de igualdad para mujeres y hombres, sin ninguna excepción.
• Los Proyectos de Cooperación siempre van encaminados a lograr y alcanzar las metas del Milenio, propendiendo por el desarrollo integral, el bien común y la equidad de género
• Siempre en miras al desarrollo económico, bienestar social y calidad de vida
• Proyectos amigables y respetuosos con el medio ambiente, sostenibilidad e indicadores que vayan evaluando el proceso
• La participación de la comunidad afectada por el problema que se quiere resolver y que tiene un componente: político, social, ambiental, de orden público y económico es importantísimo
• Siempre se debe dar un contrapartida económica significativa
ÁREAS DE INTERÉS DE LA ORGANIZACIÓN TIPO DE PROGRAMA Y PROYECTO QUE DESARROLLA
Sus áreas de interés son los países de la Comunidad Económica Europea y países mediterráneos; su programa es la Cooperación Internacional para “ ayudar a las empresas pequeñas y medianas Polacas” para alcanzar esa meta ofrecen una gama de servicios de ayuda tales como:
• Información detallada de las políticas de la Unión Europea , de su legislación, de su estructura y de sus programas
• Promover la comercialización con las compañías de Unión Europea
• Información sobre los mercados de la Unión Europa
• Organización de eventos como ferias, seminarios y conferencias de
Cooperación
• Ayuda a Empresas Polacas mediante el contacto anticipado con eventuales socios.
Los mecanismos de ejecución y evaluación del proyecto y son:
• Escribir una carta presentando el deseo que la agencia nos ayude a solucionar el problema y al mismo tiempo pidiendo el formulario propio.
• Formular el Proyecto partiendo del problema que se quiere solucionar siempre contando con la participación de la comunidad
• El planteamiento del proyecto debe ser claro, conciso, manteniendo la coherencia de todos los puntos
• Vincular en el Proyecto a organizaciones públicas y privadas que se encuentren presentes en la zona de influencia del proyecto
• En el aspecto organizativo se debe tener en cuenta la participación de los beneficiarios, se determina el esquema de capacitación, acompañamiento y asistencia técnica para la ejecución; si es productivo se debe describir los procesos de capacitación sociolaboral, producción y comercialización lo mismo lo administrativo y lo de comunicación.
• Hacer el presupuesto de: costos, ingresos, influjo de caja y tener muy claro las fuentes de financiación, plan de inversión etc.
• Si es ambiental prevenir, mitigar y compensar los perjuicios que puedan causar sobre los recursos naturales
• Definir muy bien las acciones o actividades que corresponden a cada quien y tener muy en cuenta los mecanismos de coordinación, interinstitucional y concretizar las actividades en un cronograma.

Es una Organización de tecnología llamada FRABRYKAT PROGRAMA 2000 con Cooperación de la Agencia Internacional de Desarrollo (AID) de E.E.U.U. y el Gobierno de Polonia.
ANTECEDENTES Y ORIGEN DE LOS RECURSOS
Fabrykat 2000 tuvo su inicio en septiembre de 1998 y uno de sus puntos primordiales para el futuro era que Polonia pudiera acceder a la Unión Europea. Su propósito fue que los cuatro centros de Tecnologías Polacos situados en las ciudades de Varsovia, Lodz, Wroclaw, y de Krakow desarrollaran sus capacidades al máximo. Pese a lo anterior los centros de Tecnología de Lodz y Wroclaw eran los únicos que contaban con la operatividad y personal idóneo, en Varsovia y en Krakow la comercialización de la Tecnología no se había iniciado; sin embargo a los dos años siguientes todos los Centros eran operativamente idóneos con sus personal para recibir la transferencia de la tecnología siendo promotores de las Regiones en los cuales tienen influencia y han preparado seminarios de entrenamiento de productividad como suministrar asistencia técnica a las Empresas pequeñas y medianas para que éstas mejoraran el producto, crearan nuevos productos, mejoramiento de la fabricación, desarrollo de nuevos mercados.
Los recursos monetarios suministrados por la Agencia Internacional para el Desarrollo (AID) invertidos en el entrenamiento al personal Polaco tanto en el conocimiento de la transferencia de la Tecnología y en gerencia; y el recurso operativo y humano aportado por el Gobierno de Polonia en cada uno de los Centros en donde se desarrollaría el Programa.
Uno de los centros está situado en la ciudad Lodz, otro en la ciudad de Wroclaw, y los otros dos en las ciudades de Varsovia y Kraków; igualmente la Asociación Polaca de los centros de negocio e innovación (SOOIPP) con sede en a ciudad de Poznan.
Su área de interés lo fue a nivel nacional y regional muy especialmente en las cuatro ciudades donde estaban ubicados los cuatro centros de Transferencia de Tecnologías. (TTCs).
El tipo de programa fue de Cooperación para desarrollar las capacidades de los cuatro centros de Transferencia de la Tecnología a cumplirse en tres fases:
1. Fase primera exploratoria para verificar la capacidad de Transferencia de Tecnología de cada centro Polaco como también por parte del patrocinador establecer que se requería para el desarrollo del modelo tecnológico.
2. Fase segunda : el modelo genérico anterior particularizarlo a cada centro verificando qué gamas de servicios proporcionaba y qué requería para mejor la calidad y la oferta de servicios que requiriera las Mediana y pequeñas Empresas.
3. Fase tercera : Desarrollo de un plan de negocios estratégico para cada uno de los centros Tecnológicos de Transferencia formulado a partir de la matriz Dofa.
El Proyecto total fue diseñado para que las Medianas y Pequeñas Empresas Polacas resolvieran la competencia del mercado una vez hay ingresado a la Unión Europea ; igualmente que el desarrollo del sector privado se estimule de manera firme y sólida requiriendo para ello la construcción de una manera permanente de Transferencia de Tecnología que sea sostenible y la creación de una Red de modernización.
El éxito de Fabrykat 2000 es que fue el complemento de otros programas de desarrollo económico de Polonia.
